Indeed, I only generally do a full reassignment every 10 years if needed as it takes that long to get a sizable number of new officers who may be better than the current ones. Once someone is in position they will generally stay there for considerable ammount of time.

You can also specify the length of a tour if you use auto-assign. I usually put it to 36 months and then let the Bureau of Personnel handle it. With a conventional start, you'll get plenty of officers that way if you build couple of academies during the first year or two.
