Can I SM troops on a planet??

Planning to do a game were earth has expanded outwards several system, the core system should bee built up... But I cant find were the troops can bee SM..

Population and Production -> GU Training -> select unit type you want added (you have to have it researched) -> Add Units
You do have to have SM mode active.

If im not wrong, you also need to have atleast 1 ground units training facility, or the menu will be all white.

The only way to do it is to add a training facility on the planet and then do as Mini said to add troops. All of this with SM mode, of course.
