Can you scrap fighters?

I know you can't refit them, can you do anything other than delete them?

Also, why can't there be factory bonus ground commanders for construction brigades?

You can load old fighters on a carrier, bring them to a new JP and drop them through.
If they find anything hostile you
  • don't lose more expensive ships (at least not outright)
  • and if they do get destroyed you can then salvage their wrecks for few ores and some parts (scrapping gives you only ores)

You can also scrap them from the Production -> Stockpiles screen when the are in orbit.
