Automating fuel harvesting

How do you automate not the harvesting by itself, but the harvesting of the harvest 

If a tanker has an order to refuel from target fleet, either there will be a message saying it can't fill up if the round-trip is too fast, or after a while (if the harvesters produce more than the tanker takes away at interval), there will be an overflow.

eyeball the approximate fill rate of the tanker fleet vs transit time, and set the tanker's speed to either just underball it or just overball it.  that way either they take a long time to fill up or you only get the message every once in a while.
