As the title implies, does a Cargo Handling Module improve fighter recovery time? Do fighters even have a recovery time?

In VB6 Aurora they do not.  Nor do they have ordnance loading time, maintenance supply loading time, or refueling time.

In C# Aurora carriers will have all those things, save perhaps launching/landing (flight ops?) time.  Well, since both are orders some ships may have order delays, but so far the C# changes have made no mention of flight ops taking any amount of time.
