Colonising Chunks?

Is it possible to colonise and terraform a chunk?  There is one very large one in a system that I want to colonise, rich in resources with easy access to them, it even has a lower colonisation cost than the only habitable terrestrial world in the system, but it does not appear in the potential colonies list.

If the system view lists a colonization cost it can be colonized.  The Potential's list has filter options, odds are good that one or more parameters in yours is set in a way to exclude your candidate.

Orbital habs are possible if you absolutely want to put people "on" a body that is below the gravity threshold for your species.

It wasn't though, the place was actually bigger than the moon, just was a chunk.
