Can't set race to Hostile

I am on 2.0.3
Can't set player race to hostile in the diplomacy window. I had previous transferred a fleet to this player race.

Maybe, in the end, this was the best that any warrior could hope for. A chance to reconcile with your enemy, or, failing that, to fall in the pursuit of peace

Ok, got a fix for you, it appears to be a bug when the first empire in your list does not have any contacts, the hostile/neutral option disappears.

How to fix:
Rename Covenant Empire to The Covenant Empire so that they are no longer the first empire alphabetically. Save and quit, then re-start the game. Frieden Nation should now be the first empire that loads up and you should now have the hostile/neutral options.

That should fix it.
