civilian mining colonies stopped being built

How do the civilian colonies works? My last civilian colony was Pluto, after it exhausted civilians are not building colonies anymore. Why is that? Sol is still plenty of minerals to mine on comets and asteroids.

Got to have specific minerals at specific accessibility to spawn civilian mining facilities
