Yes... retooling cost is based on the difference on the two classes of ships you had before. This is a reason why you need to plan carefully how and what type of ships you design unless you want to spend both time and cost unnecessarily.

According to the wiki, the cost for retooling a shipyard for a new class is half the cost of the class, plus a quarter for each slipway.

I just started retooling for a class that costs 1225.6 BP. The shipyard in question has 3 slipways, so based on the calculation from the wiki, the cost should be 1532 BP, right?

Instead, it only costs 332.5 BP. Is it because I'm retooling for a ship that's similar to the design it was already tooled for (it's just the same ship with updated guns)?
