Allowing colonies to be either a source or destination but not both makes it easier for civilian colony ships (and future AI controlled powers when I eventually get to that). Otherwise they might start picking up and dropping off at the same planet. One option would be to allow a pop to be both source and destination and for civilian colony ships to avoid their last pickup point when determining their destination.
