Target hulks do not need to be stationary.

I cannot see how targeting an actual ship would provide more crew training than shooting at any rock in space or simulated enemy ships.

But for the historical naval comparison old hulls have been used to study effects of shells and provided a lot of insights in both armour and shell design.

Am not sure how training goes yet but perhaps reassigned old obsolete ships can be used as target hulks
to gain additional training in weapons fire.
