Well, that sounds like yet another reason not to start in Sol , then.  #:-]
Should be, but it appears to be missing in action.  I will post a request in the suggestions thread.

Useless bit of Info: Sol seems to be the only system with a 'Comet #0'  all other systems start at 'Comet #1'
Its normaly known as Wild by the humans.

There are some with none.  Comets run the mineral genearaton code just like every other body; they get a big bonus to the likelihood & accessibility.

In my experience most comets, but not all, will contain minerals.
They also seem to be mineral rich compared to asteroids, and even moons.
