I was looking for this and failed
where can we buy their minerals ?

Go in mining tabs on the civilian mining colonies, should be at the bottom

To be clearer, Open the Colony window, switch the chosen "population" to the mining colony with CMCs, then either the mining, wealth, or commercial shipping tab.

If you so desire, set the mass driver target to deliver the minerals to another colony.  Personally, I prefer government freighters on cycling orders to pick them up.

Only way to "subsidize" them is give them jobs to do or buy their minerals.

Or i guess you could Spacemaster create ships in there task groups. They wont split them in to more fleets but they will use their extra capacity. Although i cant find a way to spacemaster alter the Racial wealth. (to pay for the new ships)

In Aurora VB there used to be a option to subsidize the civilian shipping lines. I found this useful in games that starts with higher than default production as the civilian sector will grow slower than you will and therefor have inadequate capacity. Forcing me to use government freighter which is a lot of manual setting up routes, that i would like not to have to.
