After all, the Romans had First Cohort as a special, double-strength unit in the Legion, and I'm sure Lieutenant Colonels started out as 'my chief subordinate whom I trust to take half this unit over there while I stay here.'

I don't know if ground force formations have a "commander priority" setting like ships do, but it's a good thing to check.

If not, you're only choice is to adjust the minimum rank settings.   Maybe make 'senior battalions' and 'junior battalions'.   If you don't have too many officers, you can manually assign the Colonels and let Aurora handle the rest.
