Because cargo and fuel are handled differently. Think about a RL tanker without any kind of system to get its fuel out. It can not make the transfer. But if a goods truck does not have, say handcarts, the depot or the other truck may have it. So in your case your maintenance ships cargo bays were doing the job. It's still a good idea to refit supply ships to include cargo bays because in this shape you can not use them independently.

My idea is the following: As a ship designed as tanker (but without a Refuelling system) cannot refuel other ships (neither orbiting a planet nor at the space), the same should apply for the MPS.
My supply ship cannot actually resupply any ship because it lacks of Cargo bay, so why and how is the maintenance ship sucking MSP from the supply ship if this has not the ability to do it?

Why not? It seems very intentional to me. Think about it with colonies without cargo hubs. Ships with bays can still make transfers with them.

With that correction I can see where we got started. My phrasing was unclear - yes, we know now that a maintenance ship with shuttles can take MSP from a supply ship without them! What I meant was non-obvious was whether that was the behavior we should have expected.

I think I have no idea what you meant by:
The thing is they don't. They are maintained in the maintenance modules on the maintenance ship with cargo bays. That ship can pull MSP from cargo bayless supply ship. So the chain goes full circle.
But also that you seem to have misunderstood my post immediately before it somehow.

Huh? Nothing's going in a circle here. The maintenance ship is extracting supplies from the supply ship to feed its maintenance module.

Yes it is a bug, once I moved the ship with the Cargo shuttle bay away from the colony, the supply ships have stopped losing MSP.
It's not obvious that a ship with shuttles can automatically take MSP from supply ships without them, but it seems like the more-desirable implementation to me.

I guess that means I agree with serger, though I don't know whether or not it's WAI.

Yes it is a bug, once I moved the ship with the Cargo shuttle bay away from the colony, the supply ships have stopped losing MSP.

When maintenance ship is gone then nothing is consumed, it's normal. There was not a facility to maintain ships anymore in the first place.

I think whichever ship has the cargo shuttle bay can use it to draw supllies when neccessary. So I wasn't aware that some ship has shuttle bays when I suggested you to report this as a bug.

Manintenance ship draw MSP from supply ships using its own cargo shuttles is quite logical.
