At the moment, when a colony ship is in the same system as a new colony, you just tell it to unload at that pop. In v4.1, you can do exactly the same for any colony within 4 jumps. Just tell the colony ship to unload at that colony and Aurora will fill in the other orders.

There is a global mineral report already. Its the sixth icon from the right on the system map. Looks like a planet with a chart in front of it.
