Previous posters are correct, they do not.  I recommend cheap light infantry garrisons.  Circa five to ten thousand will cover most colonies and you can drop more units in as they grow large enough to start losing political stability again.

Hi, I have two beginner questions that I've seen different answers around:

- Do STO units provide PPV to planets?
- Do units with troop transport bays require cargo shuttles to unload troops on colonies without facilities (a Xenoarcheology team).

I'm playing 1.9.5 if that helps.
Troop Transports (ships using the normal Troop Transport Bays) should require cargo shuttles to load and unload troops. However:
1. If a troop transport is using the "Troop Transport Drop Bays", then it can use the Orbital Drop command to instantly unload the units it is carrying onto a planet. It should still need cargo shuttles to pick them back up.
2. In the Aurora V1.12 bug reports thread, there is a bug report that Troop transports are not needing cargo shuttles to load and unload, although it hasn't been confirmed yet. So you may be able to get away with not using cargo shuttles, but it is due to a bug.

Still, you should put cargo shuttles on your troop transports because they decrease the time it takes to load and unload units unless you are doing an orbital drop.

Yes, STO provide planetary police protection - though very little.
PPV is not the same thing as police protection.  STO's do not provide PPV at all.

Regular ground troops might not make the people on planets feel better about their safety - but with soldiers stationed in every city they wont complain either. It is a lot cheaper and logistically easier to just send some ground troops to a colony.

1. No they do not, only ships with weapons aka missile launchers will provide PPV

2. No you do not need cargo shuttle bays for troop transports though i recommend it as it will decrease load and unload times significantly
