m is minutes, M is months. You probably want dd/MM/yyyy instead.

dd/mm/yyyy.
I haven't heard of the 'Lib' mod.
The nonsensical date formats are what is strange to me, because I don't remember ever seeing something like that. Did you check the date formats in your Windows setting?I think so. dd/mm/yyyy. Culture is Great Britain, because of those commas... reinstalling everything didint worked, so i still have that same problem. The wierd research bug and conventional industries disappearing is aparently solved, is just this wierd bug now, wich is think is the Locale mod.
Are you sure that you changed the locale correctly?
Is that a new game or do you continue the old game, that was created with wrong separator? You should definitely start a completely new game as the old one is corrupted.

Stuff does typically appear to "work" when you have the wrong decimal separator, but in reality it's doing all sorts of weird things that, unless you knew better, the game shouldn't be doing. Things like super-fast research speed or mining.
So the recommendation is to either change your Windows settings, or, as you've already found your way to the AuroraPatch, check out this one: http://aurora2.pentarch.org/index.php?topic=12565.0
