If you create multiple human powers on Earth (or anywhere), Aurora automatically creates a new "human" race for each of them. They are identical looking to the player yet the game treats them as separate races. This means that you cannot ever have Americans and Russians in the same colony.

An easy way to ensure that they are all the same race is to change the Race portrait for the first race. Then when creating all the other powers, make sure you switch the race to "human" with the right portrait. As otherwise, you cannot tell one "human" race from another "human" race.
