Enter SM mode and just give yourself a construction factory on the colony, that should force Aurora to take into consideration the engineers and the PDC will start building.

But, as always, be careful with what you change using SM mode - you can revert back, unless you save the database to a separate folder.

Or position a TG at the target location and fast OOB into that TG.

You fast OOB it at your homeworld and then move it as Starmaster.

IIRC, There is a known bug where engineering brigades on a colony without factories don't contribute anything to production (I think Kurt saw this first).  I'd simply wait the required time then SM-mode the PDC in place (using "instant OOB").
