yeah so with that button, thats how i was making captains.  I've noticed that as ships roll off the assembly line, there seems to be more captain promotions opening up.  So I don't always get the captains I want, but I don't have more R3 positions than R3 officers.

I don't remember the discussion of this, but I would treat it as an SM function.  I know of no drawbacks, other than performance if you make a bazillion officers.
