Pretty sad actually, given that Oxygen is a highly dangerous gas.

No, it needs to be a breathable atmosphere, so no poisonous gasses. Methane can replace Oxygen though, giving a race of methane breathers.

If the requirements for oxygen pressure, gravity, temperature, and no ruins are met, but the atmosphere contains 3.6% fluorine, can an NPR be generated on the planet?
