In the ship design screen there are a set of tick boxes in the top right corner. Click on the tanker box for the relevant design, you will then get the contextual options of dumping fuel etc when you give that tg orders.

Is there an easy way to give tankers an instruction like "Fly to that colony over there and unload all but 10% of your fuel"?  I've been able to get them to automatically choose and fly to a nearby colony when they reach 100% fuel at a gas giant, but when I  want to set up a refueling station on some rock somewhere, I have to use the F6-miscellaneous interface to move fuel off the tankers and into the dump.   That's doable, but somewhat tedious.   Am I overlooking an easier way to do this?
