The problem, as I remember, is that PDCs don't have engineering sections to do any damage control. I tried using PDCs with an actual damage control once, but I think that was sort of buggy. The bug might have been a different design though, as I was experimenting with several at the time.

A ship with both a hangar bay and a sufficient amount of supply will be able to fix the damage of any docked fighter.
The "maintenance storage bay" are quite useful, as it gives a lot of extra supplies in the carrier without the extra manpower needed by the engineering sections.

I would need clarifications.

fact: To not have the overhaul clock ticks, and to have it being reduced, you need to have your fighter in a boat bay, hangar.

fact: a PDC with boat bay is ok for that, but can't repair a fighter if a system is damaged. A ship can.

Hypothesis: you need a ship with boat bay/hangar to repair a fighter.
Hypothesis: this ship must be at a planet with a shipyard?

How do you repair a damaged component?
