I am receiving the standard message indicating unrest is increasing due to civilians not believing the government is providing enough protection. However, on the planet it is specifying the requested protection level is 429 and the actual protection level is 560. I have a garrison division on the planet pacifying things, but, I'm not sure why the unrest is increasing. Has anyone ever encountered this or know what may be causing it?
