I have to think that Viagra in the water might well result in faster population growth, but a loss in general productivity due to increased absenteeism. So I'd have to recommend against that, sorry.

This could be used to cool off or warm up planets that we are trying to colonize. It could adjust the base temperature of the planet.

Soletta

A soletta is a gigantic mirror that can be built in orbit once Physics/Engineering tech level 8 has been reached. It can be built at a Lagrange Point or Geo-Stationary Orbit if the nation has built a (Star)port in a region. A space platform or station in orbit is required to support construction.

It can focus light either onto a planetary body (such as the Earth or Moon) or onto a Solar Power energy relay in the region it is stationed above. It can also be used as a ?sun shade? to reduce the colony cost, especially if placed in the Planetary-Stellar E1 Lagrange Point. Solettas are useful in terraforming Planetary bodies ? by either shading it from solar output or focusing additional light onto the Planet.

If a soletta is built from Planet-based industry and raw materials then it has its base cost doubled. If it is built from lunar or asteroid raw materials its cost is 1.5 times. If it is built from orbital industry and Lunar or asteroid raw materials the cost is normal ? because much of its materials utilize by-products of orbital manufacturing. When built and placed in orbit the function of the soletta must be determined. The function can be changed by an order and costing 5 WU.

? It can be used to increase the level of light affecting a planet. For each Soletta assigned and in the E1 Lagrange Point decrease the colony cost by .10.
? It can be used to enhance the industrial production of a single region by 15%. No more than one Soletta may be assigned to any region.
? It can be used to decrease the level of light affecting the planet if it is located in the Planetary E1 LaGrange Point. For each Soletta assigned reduce the colony cost by .10.

Multiple Solettas can be linked together to increase the size of the colony cost affect.

When built a Soletta can be given the Prefab Cap and that will allow it to be built on another planet or in another star system.

Not truly large scale... but some sort of anti-aging research. Maybe each  level adding a fraction of a percent to the population growth. Also, extend the time for officers before the aging rolls occur.

I'm sure you get the idea..... Once you decide on what the bonuses will be, you can easily come up with a justification to explain it.

Yes, that is probably the best way to handle it. Coming up with interesting reasons for the bonuses will be fun. There might be scope outside a commander's abilities too. Maybe some type of large mining/survey installation that can increase accessibility for example, or perhaps even look for deposits that can't be found by a standard survey.

Something I have considered in the past is a facility that provides a bonus to a particular type of research, such as  Propulsion Research Facility or Energy Weapon Research Facility, etc.

The idea of this thread is to suggest large-scale projects that might be undertaken by a planetary population to provide a bonus for that population. An example suggested by Haegan is a Space Elevator that would provide a 10% bonus to shipbuilding rates.

All suggestions welcome.
