Tell Maru 3 to join or absorb Maru 1 in the TG window (you have to check the show task group box to select other task groups). There is a button called equalize fuel, click it, then detach. Or, move Maru 3 to the same location, and under the Ships window, misc tab, you can manually transfer fuel.

Maru 1 has run out of fuel completely
Maru 3 has a full tank.
Each are in their own separate task groups.
How do I get Maru 3 to rendezvous with Maru 1 to refuel it?
It's all part of the learning curve.
Even after the increment has processed, if the ship has the conditionals set properly then at 41% the ship should head for the nearest fuel depot.
The problem is that the ship only checks fuel status when going from Order A to Order B, not in the middle of performing Order A.
Primary
A) send a tanker to refuel the stranded ship
Secondary
B) send another ship to join the task group & Equalize fuel tanks
you can also set conditional orders for your ships so they refuel when they are getting low on fuel
