Thank you Steve.  That was it indeed.  First I didn't understand why, because that salvager ship regularly visits planets with research labs.  It seems now, that recently conquered planets with "conquered" populations don't download the documents.  Had to fly back to a real empire population.

Sorry for the title, I couldn't find out how to put it up ::)
I was trying to find an answer to two things, but haven't found anything really.
1.  in the Task Groups screen, top right area, where the ships of the selected taskgroup are shown, there's an (A) after ship names if their active sensors are on.  There's (T) for transponders.  But now I have a ship with a (D).  What does it stand for? I haven't found this anywhere.
2, Does removing the entire atmosphere of a radiated (due to bombardment) planet remove the dust and/or the radiation as well? (I guess not, but. . .  who knows?)
