Here is the Flag explanation he gave to me.

Quote
The words behind the eagle consts of:
E pluribus umun--Out of many one..
Per Unitatum Vis--- In unity, strength
Pax Romanum Imperium.----Roman Imperial Peace.

The big flag has a lot of symbology too. The celtic knots are not only decorative but show the assimilation of the Celtic tribes into Rome, but not losing their identity. The 2 columns on either side symbolize strength and durability, while the gold Corinthian tops and base show beauty and style. The huge eagle is the dominant military of the empire. Its talons are clutching both hemispheres of the world, either denoting a present global domination or a promise of one. Peace and victory is assured/protected by the overwhelming strength of the eagle, and just above the head is the brains, the guiding light of the Senate of the People. The Senate is what controls and guides the military, and in turn the empire. And the peeple control the Senate through the Concilius Plebium, The Plebian Council, the lawmaking body of Rome,  as it should be. And underlining all of that, in the background are a few choice phrases that the empire lives by: Peace, Unity, Strength.

It is a strong, cohesive empire that shows dominance in the world, all expressed by the will of the people.

With a li'l tweaking I can use that as a statement for my space Romans.  :D

Good art. I really like the 1st flag. It just seems more Roman decadent like.
