Title: Parent organisation standing order inheritance

It would, as an example,  be great if it was possible to set conditional standing orders on the top-level navy command to refuel at 50%, and have that inherited by default to all subordinate commands and fleets, where the lowest setting (eg fleet settings override adminstration settings) takes precedence.
