Title: How to assign ground units to higher commands?

Can someone please explain to me how to assign subsidiary ground unit elements to higher commands? I've been messing around trying to figure this out using a bunch of "infantry regiments" that I'm trying to get organized underneath a "division HQ" in the Ground Force OOB window.  Right-clicking doesn't seem to do anything, and I feel like I'm missing something stupid.

Drag the regiment and drop it at the division HQ.
