Title: Ground Combat Formation "Refit"

Is it possible to have a formation change or "refit" to a new template, such as if I get better technology and want it implemented into existing formations?

Not yet, but we're all hoping to see a some kind of refit functionality come in 2.0+.

No.  For the moment you must design copies of the ground units with the new equipment, then build new formation templates.  And that still won't let you keep morale & experience bonuses.
