Title: Set Speed?

Isn't that included yet? Where can I set the speed of a fleet?

Thankfully it is. It is in on the row of buttons at the buttom of the fleet window, right next to 'Create Sub-Fleet'.

I would actually like a 'set speed' order instead of having to do it manually each time I want to change speeds.

What exactly is the difference between a set speed order and having to enter the speed value and entering it manually?

the difference is you can plan it, and you can figure out where it is easier.
you end up needing to pay a bit less attention to everything, which can be hard with the lightning fast turns oc C#, specially if you are used to VB6

You also need to untick the "Use Maximum Speed" box (far right column, bottom box) on the Movement Orders sub-tab of the Fleet tab of the Naval Organization window.
