Title: Non-TN NPR's

Are non-TN NPR's still dumb as bricks, or do they actually progress to TN with research? I want to start all NPR's as non-TN and have them evolve organically, if at all possible.

non-TN NPRs do not advance to TN tech.

. . .and they never will.  Steve has said the programming to do so is so complex that it would take a year or more for very little benefit.  It's easier to SpaceMaster and select the conventional NPR, delete it, then Create Race a new TN-capable NPR on the same planet.
