I built a big maintenance space station (and forgot to add Cargo Shuttles, so my ships can't resupply from it :-\ ), and after spending 3 years tugging it into another system.....I also can't seem to use it for overhauling my navy either. What am I missing here?
The attachment is the planet summary. I know the quantity of ships I have in orbit is huge compared to maintenance capacity, but that should only slow down/degrade my overhauls, not prevent them entirely, correct? Here's the station design:

When I select a fleet and target the planet OR the station's fleet, Overhaul is not an option. What am I missing? Does the planet need to have shipyard complexes?

Possibly. There were a couple bugs where 'things in orbit' were not being counted correctly unless there was at least one of them on the ground.
If your ships cannot 'Enter Overhaul' at all then that means Aurora does not think this is a maintenance location -- double-check that the all the fleets are in the same location, merge all the ships into one large fleet and try again, and SM add & remove additional MFs, maint ships, and the like.
Also, untick the "filter orders" box and see what happens when you try to order the overhaul.

Thanks! It seems sending a few Maintenance Facilities to the planet did in fact do the trick. I'll have to check the bug threads to see if this is reported or fixed 1.9.5.

In case anyone else is reading, there are currently two posts in the 1.9.5 bug report thread reporting the same issue. There are no confirmed fixes yet, but hopefully it will be fixed for 1.10 (fingers crossed).

I'm pretty sure that you are suppose to be able to perform Overhauls in space... but I think there is a problem with MSP being available for the actual Overhaul and that it is a bug.
Otherwise the only real difference between a maintenance facility and modules should be that facilities produce MSP but modules don't.
