Is it me or there is no mean to gather any intelligence on grounds (including STO !) troops?

What are your tricks to know before hand what you'll face, if ELINT is of no use here?

That particular page doesn't mention it, but you can gain a lot of intelligence about ground units and STOs by fighting them.

No, I mean before sending your invasion force or a suicide squad! Like in proper military intelligence ;D

Yeah ELINT only reveals information regarding NPR populations themselves and nothing about ground units

Having ELINT gather info about ground units is apparently on the to-do list, but hasn't been implemented yet.
Steve's aware, I guess, just hasn't done enough big ground combats to get motivated to fix it yet :).

Oftentimes this is something that happens in the real world as well. There is only so much signal intelligence can tell you. There is good reason why some people say military intelligence is an oxymoron.

Any solution can be solved with enough bombs as i always say.
Good application of explosives solves any issue.
Take orbital bombardment for example. No need to send an army. Just turn the planet into a smoldering crater.
Problem solved. ;D

As a space empire commander who self-identifies as both a lootaholic and a pyromaniac, this comment makes me feel conflicted.

--- This. Tiefling Warlock, with careful cast and double cast. I used a spell to throw my voice, and a spell to mimic the cultists language, then used Invisibility to sneak into their midst, used a darkness spell to start and proceeded to very carefully drop two Fireballs at my feet. Wiped my spells out for that day, but hot damn was it worth it. I then talked our fledging DM-in-training through better encounter structure, and helped him out of the corner with an "Oh, you uh... woke up an undead army." It was sweet, and I ended up riding on the shoulders of the Captain of the Guard blastin' spooky scary skeletons with Firebolts and a wheel gun.
