Should a ship, within a fleet depending of a NAV Admin Command led by an Admiral with some Training Bonus (200 in my case) not get some crew grade over time, even without a commander with training?
Because I'm pretty sure it is not... Unless I'm doing it wrong and so I would need explanations!

I will look around in my current game for examples, but I believe that only some of the individual commands pass down training bonuses - Training obviously does the most, but some of the others do as well, but not all.

If I remember correctly, ships can only get crew training if they have a CO, regardless of admin command bonuses.
However I checked the Changes List and it doesn't mention this effect.

This applies to Fleet training; for Crew Training, General and Naval provide bonuses. Looking at some of my units that went straight to a Naval command (i.e. fighters and FACs; everything bigger gets a turn in Training command first), it does appear that their local commander does need to have some level of crew training to make any progress - I have units that were built at the same time with significant crew training (22%+) and others with 0% that were built at the same time; both have usually had a commander of some sort, but for fighters I prioritize Fighter Combat over Crew Training.
