Title: Giving ships etc

Can we get an option to give ships to another player controlled and/or NPR empire, in addition the ability to give minerals/fuel/MSP would be good.

For simple RP reasons I can see using the independant button for making things like secret groups that do things outside of normal political channels, and as such shouldn't cause a hit to the diplomacy of a main race.

At currnt I'm spawning in boarding groups to exchange ships between my empires. A bit tedious, but it works, if only they wouldn't have the abandon overhaul modifier for a month.
