V1.13.0, no mods, dot decimal separator.
This is the first time that I find this type of enemy units, dozen of small jump capable ships (fighters?): 704 and 670 tons, 21297 km/s, armed with energy weapons.
My 4 Beamer CA are equipped with:
Active Grav Sensor:
Haykor AGS 100-R50 Chimera (1) GPS 8400 Range 100.8m km Resolution 50 (can detect a 250 tons object @1M km)
Quadrinate turret:
Hadronica 4T SXR L15 Mutley Turret (4x4) Range 360'000km TS: 32000 km/s Power 24-32 RM 60'000 km ROF 5
associated with this Fire Control:
Hadronica BFC R240-TS32K (1) Max Range: 240'000 km TS: 32'000 km/s
When in range I've tried every firing mode: manual, auto, single, fleet, fire at will... nada, niet, nothing, my fleet don't fire a single shot.
I don't understand if it's a design problem, a "procedure" problem, maybe both :-\
Any suggest?

have you set them to hostile?
Then after having assigned teh weapons to a fire control and a target within range to the fire control have you set the fire control or fleet to open fire?

You are right!!! :)
I have flagged the alien species as neutral for a friendly diplomatic attempt, but soon they try to intercept my survey vassel and I forgot to set them as hostiles. Now my fleet fires, deals some damage but not enough 8)

I've created a 'target' ship to test weapon damage. How do I set it as a hostile ship, then make one of my warships fire one weapon at it?

Create the ship as another race and set that race as hostile to your main player race. You cannot fire at your own ships, and until v2.0 you cannot transfer a ship to another race.
