Title: Creating multiple starting races

Apologies if this should go somewher else or has been answered before.

I'd like to start a game with two competing factions on planet Earth, for a cold-war style alt-history RP game.  I'd like to control both of them (which I believe is possible).  I've tried creating a new game, but it only gives me the choice to create one race.  I then turned on SpaceMaster mode and looked for a way to create an additional race, but couldn't find it.

Is what I'm looking for possible and if so, how do I do it? Thanks!

With SM mode on: System View window --> Create Race button, which is somewhere in the lower-right area of the window IIRC.
