Do races still surrender when you capture their home world?

Yes but it might be a partial surrender, not a complete one.

Ok then... I got really unlucky.... conquered a home planet, got absolutely nothing beyond the population. No ships, no colonies, nothin :(

Are you sure that it was not preindustrial NPR?

In my experience its rare to get much from a conquest, there are rarely any npr ships left in the system to surrender and I have not seen their mining colonies surrender, then again if you have enough troops for a homeworld conquest mopping up a few mining colonies it easy if you can find them

But you would get some installations, fuel, minerals, MSP... Lightning does not mention those, so that is why I wonder if the NPR actually had anything beyond the population to be captured.

True, you get whatever is on the planet if there is nothing then low tech npr

It was the home world of 1 of the initial 2 starting NPR's. Have about 6 points of contact with them. Just got the HW and its installations. No other colonies or ships surrendered, and I know there are some of each, though nothing I was aware of was in the system. No new star systems or links between them learned either.

That is pretty unlucky indeed! It can be annoying hunting down the last survey ships and mining colonies of an NPR.
