I managed to get some colony ships stranded with no fuel, so I made a small tanker to go rescue them. For some reason though, it's just not doing anything. It's in the fleet and set to Refuel Own Fleet, but nothing is happening. They're not moving, given that they're completely empty, but even if they were, I've already researched Underway Replenishment. Any idea why this isn't working?
Here are both of the ship designs, and I've also attached an image of the fleet overview.

Check the minimum fuel on the emergency refueller, what is that set to? Its under the Priorities/misc tab in ship designer. Also make sure that the tanker checkbox on the class design screen is checked
-
The tanker box is indeed checked and I set the minimum fuel to 25,000
-
Your 'Emergency Refueller' is using a Small Craft Refuelling System, which can only be used to refuel small craft (up to 1000t). The ship you're trying to refuel is above 1000t.

I resume this topic because I cannot make the refuel system work in this specific case:
I have a 990t shuttle out of fuel and not moving
ST-01 OV America (Challenger class Shuttle) 990 tons 23 Crew 105 BP TCS 20 TH 1 EM 0
50 km/s Armour 1-8 Shields 0-0 HTK 5 Sensors 0/0/0/0.2 DCR 1-10 PPV 0

Intended Deployment Time: 6 months Morale Check Required
Giberson-Harb Conventional Engine EP1.00 (1) Power 1 Fuel Use 39.53% Signature 1 Explosion 5%
Fuel Capacity 2,000 Litres Range 0.9 billion km (210 days at full power)
Hibshman Electronic Systems Active Search Sensor AS8-R100 (1) GPS 200 Range 8.3m km Resolution 100
Conventional Geological Survey Sensors (1) 0.2 Survey Points Per Hour
This design is classed as a Military Vessel for maintenance purposes
This design is classed as a Survey Ship for auto-assignment purposes
Then I have a 470t fighter size tanker which cannot refuel the shuttle, why? Is it because it is designated as fighter?
UTS-01 USS Carrabasset (Bannock class Utility Shuttle) 470 tons 17 Crew 53.7 BP TCS 9 TH 1 EM 0
106 km/s Armour 1-5 Shields 0-0 HTK 5 Sensors 0/0/0/0 DCR 1-21 PPV 0

Fuel Capacity 55,000 Litres Range 53.1 billion km (5797 days at full power)
Refuelling Capability: 10,000 litres per hour Complete Refuel 5 hours
Hibshman Electronic Systems Active Search Sensor AS8-R100 (1) GPS 200 Range 8.3m km Resolution 100
This design is classed as a Fighter for production, combat and planetary interaction
This design is classed as a None for auto-assignment purposes

I resume this topic because I cannot make the refuel system work in this specific case:
What command are you using for refuel? Is UTS-01 USS Carrabasset designated as tanker?
Try to give the ST-01 OV America command to refuel from stationary tanker. That is the command that will most likely work.
Fighter designation is automatic, so that has no effect on refueling in this case.
-
Make sure you've designated the refuelling fighter as a Tanker, by ticking the appropriate box in the top right of the class design window.
-
The fighter tanker is designated as a tanker, what I noticed is that once it got constructed, it did not have the 10% tank level but it remained full.
When it comes to the order, I tried everything and from both ships.

What's its minimum fuel?

What's its minimum fuel?
Thank you It was the minimum fuel that misleaded me. It was automatically set to 28750 that is the 47% of 55000, usually the tankers are set to 10%, here it is where I got misleaded.
