At the moment, the Interstellar Environmental Protection Agreement spawned fewer mines than you would normally have in a TN start with the given populations. Also, treaties may vary, change, or be formed/canceled.

Wow, no wonder their economy fell apart, the UTF built a full fleet from scratch rather than going for a slow buildup. It's not like they need all those ships right now, so it would have been way smarter to build one ship a year or something. Especially with those designs lol.
