Diplomacy and territorial claims seem to hinge largely on the Thermal and EM signature of the colony.
Increased Pops will boost these values... what else will?
Are there space station modules that will pump out Thermal and EM to make your colony look bigger and more imposing?

As far as I am aware, the only ways to increase the EM and Thermal Emissions of the colony contact itself, which is the key distinction here, are to increase the population and industry of said colony. Any Space Station or ship would be classified as a separate contact and therefore not count towards perceived colony size/importance. I do believe that ship/station contacts are considered as part of the territorial claims system, but separately from the colony.

No, they are a separate contact too.

Attached is a list of the emissions of all installations. Keep in mind that population will probably be a major source of a given colony's emissions.

EM is the main factor. I tend to go for a combination of infrastructure, population and financial centres.

I thought it was mostly about whether or not the other party had detected a population > 10million citizens, that would affect diplomacy and stuff ?

If you are making a claim on the system, the NPR does not need to have detected the population themselves.
It is assumed that you will provide the evidence to support your claim.

It's based on EM emissions (and the Xenophobia of the other race) rather than actual population, as that represents a combination of people and assets. It's assumed you declare the population during negotiations for them to leave. It doesn't need to be directly detected.
