Title: if Budget running low,and NPR

Some little questions.

in "REAL" naval world,the Budget r more important than resources..or not?
if are same,ive a impression who in Aurora are far more important resources,and r ok.
IF NPR's budget running low,what happens?them stoppped naval attriction?am sure yes,but am curious.

Some dozens years ago in my Confederation our budget was RED,but..nothing happens.

R a term of "YEARS" in red situation,and if this situation continuing to many years,,or r some wrong?

Am just curious.

If you are running at a loss then your Economic Production Modifier will be less than 100%. You can see this figure on the bottom right of the Summary tab in the Economics window. This modifier will reduce production, construction, research, etc.
