Title: Low Production Rate?

I finally got around to putting construction factories on my Mercury colony, only to find that the production rate is much lower than it would be on earth. Am I missing something?

You see "Political Stability Modifier 0.01%"? That's what's killing your production.

Put a warship in orbit, a PDC on the ground or a couple garrison units. After a while, that'll fix your problem.
