It is not because Visual Basic 6 does not have support for such an event. There were no scroll buttons when VB6 was invented. :)

That's correct - VB6 has no support for the mousewheel. I did find a few suggestions online to get around it but couldn't get any of them to work. You can use the map buttons, the keypad +/- or double-clicking for zooming. I think there was a thread about this not long ago.
