Title: Planetary Protection Level

Is there a way to determine this from the ship/PDC design screen? And are there tricks for getting a higher protection score for less cost, or does the game check to make sure you assign actual effective ships/PDCs?

On the Class design screen the PPV value is what you are looking for.  It is the second line on the far right.

The computer only checks this value, so it is possible to design a ship/pdc that is almost worthless, but makes the population happy.

people are foolish

just make a pdc with a single size 100 missile launcher, this will keep the masses happy.

It doesn't even need a fire control or magazine and it will keep the people happy.  Of course when an enemy comes by it is totally worthless for defending your planet.
