Title: AI & New Game Set-Up

Does AI receive the changes made in the New Game Set-Up ? For example, if you change population setting, does AI recieve the changes.

This has recently been heavily discussed in a thread in The Academy.  The quick answer is that, at the instant of NPR generation, Aurora looks at the size of the player race, along with the length of time that the game's been running and the "difficulty" setting to determine how big to make the NPR empire.  Note that there have been problems with people making the difficulty setting greater than 100%, so it's best to not use it for the time being (not sure if Steve fixed the problem for 5.14).
