I'm playing 5.14. I get an event that says "as a result of the population surrender (wtf?) the [insert every ship in earths orbit here, 1 ship per event] has surrendered as it was in orbit of the planet.
It keeps messing up my fleets, is it a bug or can i do something about it?

You are almost certianly bombarding your planet with mass drivers, these need a mass driver on earth to catch the matierials. This question keeps being asked and canbe found onthe forums repeatedly
